The Corporate University of the Primorsky Krai Government was established to develop the region’s management potential.

The university’s goal is to build a modern ecosystem for developing managers, grounded in human-centricity, strategic thinking and teamwork.

The university’s core programs are designed for state civil servants and municipal employees and aim to make public administration more effective.

Challenge

The Corporate University team wanted to systematize e-learning and create a single digital space for its learning programs.

The platform needed to:

  • store e-learning courses and learning materials centrally;
  • quickly assign training to individual learners and entire groups;
  • distribute participants across learning cohorts;
  • track course progress and test results;
  • use e-learning courses both as standalone programs and as part of larger modular programs.

Solution

The Corporate University chose the Talent Rocks platform to run its e-learning.

A single library of learning materials was created on the platform. It currently holds 21 e-learning courses.

The courses are used in different formats:

  • as standalone continuing professional education programs;
  • as part of large modular programs;
  • as a preparatory stage before in-person training.

Each e-learning course ends with a test with a set passing score. This makes it possible to assess how well learners have mastered the material and to count successful completions.

“The main problem Talent Rocks solves for us is systematizing e-learning. All SCORM courses and learning materials are stored centrally in a single library. Training is assigned quickly and precisely — to specific users or entire groups in just a few clicks.”

How work on the platform is organized

The university team uses Talent Rocks automation tools to launch and run its learning programs.

The platform lets you bulk-upload learners, split them into groups and assign the right courses to each group. This helps run several learning cohorts at once and manage training for different categories of participants.

The university team uses:

  • bulk import of participants;
  • assignment of learners to study groups;
  • export of logins and passwords;
  • automatic delivery of login credentials;
  • online course creation right on the platform, with no SCORM package upload.

All courses and supplementary materials are stored in a single library. Administrators can quickly find the content they need and assign it to an individual user or an entire group of learners.

Convenient learning from anywhere

Learners can take online courses from anywhere, at a time that suits them.

In a single personal account, each participant sees their entire program: which modules are complete and which are still ahead.

An intuitive interface helps learners find their way around the platform on their own and reduces the number of technical questions to learning program managers.

Results

Currently on the Talent Rocks platform:

  • 21 e-learning courses are available;
  • 305 unique participants are registered;
  • 512 successful course and module completions have been recorded, including last year’s statistics;
  • participants are distributed across several active learning cohorts;
  • a single library of e-learning courses and materials has been created;
  • e-learning courses are used both as standalone programs and as components of modular training;
  • participant uploads, group assignment and delivery of login credentials are automated.

As a result, the Corporate University now has a unified digital environment that helps systematize e-learning and manage multiple learning cohorts.

“We see the main result of the project as a unified digital learning ecosystem that genuinely saves the university’s resources. We decided to continue working with Talent Rocks because of the platform’s flexibility, the ability to customize it to our processes and its high-quality technical support.”

Summary

As a result of the project, the Corporate University of the Primorsky Krai Government gained a unified digital environment for managing e-learning.

All learning materials are collected in one library, and program administration has become much simpler: learners can be quickly distributed across cohorts, training can be assigned to entire groups and results are tracked automatically.

E-learning courses have become a versatile tool: today they are used both as standalone continuing professional education programs and as part of large modular learning programs.

Going forward, the team plans to expand its e-learning course library and develop new learning programs on the Talent Rocks platform.

“What made this project special was that the platform had to be more than just a place to store e-learning courses — it had to become a single space for managing learning programs. Today, the university team can quickly launch new cohorts, manage learning materials centrally and reuse the same courses across different programs. This flexibility makes it possible to grow the digital learning ecosystem step by step without overloading administrators.”
